Utility Consultant: At Eshbach Consulting, LLC, since 2005, providing a variety of consulting services in the specialized areas of utility contracts, rates, regulatory proceedings, and electric utility industry restructuring.

Manager – Private Sector: Eight years at Pacific Gas & Electric Company, San Francisco, CA, managing regulatory cases related to California industry restructuring and the reformation of the utility’s existing wholesale transmission contracts.

Manager/Director – Federal Government: 30 years at Bonneville Power Administration (BPA), Portland, OR. Held various senior management positions in which she was responsible for development of BPA’s power and transmission rates; negotiation and administration of BPA’s power sales and transmission contracts; establishment and oversight of BPA-wide financial planning, budget and program management policies; and formulation of the first comprehensive business plan for BPA’s transmission business unit.
